TOWN BOARD MONTHLY MEETING
May 11, 2009

The meeting of the Town of Ripon Board was called to order by Chairman Barry VandeBrink at 7:15 p.m. Present were: Chairman Barry VandeBrink, Supervisor, Gary Page, Supervisor Dan Johnson, Treasurer Mike Muskavitch and Clerk Cindy Beier. Others present were: Betty Berens, Captain Howard Stibb and Patricia Brooks.
The April 13, 2009 meeting minutes were approved as presented by Clerk Beier on a motion by Supervisor page, seconded by Chairman VandeBrink.
The Treasurer report as presented by Treasurer Muskavitch was approved on a motion by Supervisor Page, seconded by Supervisor Johnson. Treasurer Muskavitch also presented the board a list of delinquent Person Property Taxes still not paid for the previous year and beyond. Action was discussed.
The outstanding bills as presented by Clerk Beier were approved for payment on a motion by Supervisor Johnson, seconded by Supervisor Page.
It was noted that the new town mower has been received. Discussion followed. A motion by Supervisor Page, seconded by Supervisor Johnson to inquire about getting double chains for the mower and to not exceed $500.00 as trade in of single chains, carried.
The Police Report was presented by Captain Howard Stibb. Captain Stibb introduced Patricia Brooks “Tish”, the applicant recommended for the position of Administrative Assistant in the Police Department. A motion by Supervisor Johnson, seconded by Supervisor Page to hire Patricia Brooks for the position of Administrative Assistant in the Police Department as recommended by Captain Stibb, carried unanimously. The progress of the sale of the replaced squad car was reported. A motion by Supervisor Johnson, seconded by Chairman VandeBrink to approve the police report, carried.
PUBLIC COMMENT: A citizen inquired about steps the Town will take in case septic systems go bad. Discussion followed, no action taken.
Chairman VandeBrink announced that Ed Przybyl will be leaving the position in the Transfer/Recycling Center. Discussion followed. A motion by Supervisor Page, seconded by Supervisor Johnson to place an ad in the paper for a Town of Ripon Transfer Center employee, carried.
The contract from Keller, Inc. was discussed. A motion by Supervisor Page, seconded by Chairman VandeBrink to sign the contract with Keller, Inc., pay according to the fee schedule presented by Keller for Construction Management Services and to strike Phase I of the contract because it has been completed, passed.
The temporary facilities and the time frame of the official move for the Town of Ripon and the Town of Ripon Police Department was discussed. Tentative move date will be June 15, 2009. Notice will be published in the paper of the temporary relocation address, date and will also state that the Transfer/Recycling Center will remain at current site during the demolition and construction.
Compensation for all committee members was discussed. A motion by Supervisor Page, seconded by Supervisor Johnson to establish a per diem of $25.00 for all committee members, carried.
There was a discussion on allowing Jim Henning to relocate to the Town’s temporary facilities followed by a motion by Supervisor Page, seconded by Chairman VandeBrink to allow Jim Henning to move to the temporary facilities of the Town of Ripon for a fee of $150.00 per month, carried on a vote of 2 ayes and 1 nay.
The date of the Board of Review was discussed. The Board of Review will meet and adjourn June 8, 2009 at 6:45 p.m. due to the fact the assessment book is not completed. The date for the Open Book and Board of Review is set for June 24, 2009 with the time to be announced later.
Fire District Report was given. It was noted that the Ripon Area Fire District fire station will host an Open House on May 16, 2009 from 9 a.m. – Noon.
The wages for snowplow drivers with CDL licenses hired by the Town was discussed. A motion by Supervisor Page, seconded by Supervisor Johnson to pay snowplow drivers with CDL licenses $15.00 per hour beginning January 1, 2010, carried.
Resolution 2009-6: The Town of Ripon Board authorizes an application to the Board of Commissioners of Public Lands, State of Wisconsin, for the loan of Nine hundred ninety-eight thousand nine hundred thirty and 00/100 dollars ($998,930.00) from the Trust Funds of the State of Wisconsin, for the purpose of construction of New Town of Ripon facilities. The annual installments of principal and interest, as they fall due, all in accordance with Article XI, Sec. 3 of the Constitution and Sec. 24.66(5), Wis. Statutes will be levied upon all the taxable property in the Town with a direct annual tax sufficient in amount to cover such payments. A motion by Supervisor Page, seconded by Supervisor Johnson to approve the Town of Ripon Resolution 2009-6, passed on a roll call vote as follows: Chairman Barry VandeBrink – aye, Supervisor Dan Johnson - aye and Supervisor Gary Page – aye. The anticipated schedule of disbursements was discussed.
A sign will need to be placed in the Town of Ripon lot notifying the truckers who park there, that they will not be able to park there beginning June 15, 2009 due to the demolition and construction of the new Town facilities.
A motion to adjourn into closed session and reconvene into open session under WI Stats 19.85 (1)(c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercised responsibility” was made by Supervisor Johnson, seconded by Supervisor Page, carried. Adjourned to closed session at 11:10 p.m.
The Town of Ripon board reconvened into open session at 11:30 p.m. All board members were present.
A motion by Supervisor Page, seconded by Supervisor Johnson to hire an investigator for Internal Affairs of the Police Department contingent on Town Attorney Paul Kilgore’s recommendation, carried.
A motion to adjourn was made by Supervisor Johnson, seconded by Chairman VandeBrink, carried.
