RESOLUTION 2009-5
WHEREAS; The Main Steel structural supports have corroded reducing the correct support strength for roof and walls;
WHEREAS; Change in the floor elevations causes salt water from snow plows to drain to the outer walls of the building where it continues to cause further deterioration;
WHEREAS; Rain and snow melt runs into building due to deterioration of exterior walls;
WHEREAS; Building is poorly insulated and has a poor energy efficiency rating;
WHEREAS; Building does not have handicap accessibility such as; rest rooms, voting machines, etc.
WHEREAS; Building does secure storage for town records, voting machines, etc.
WHEREAS; Building does not have secured office work areas;
WHEREAS; Building does not have space for elected officials to each have a work station – Clerk, Treasurer and Town Chairman;
WHEREAS; Building does not have a code compliance room for large group meetings;
WHEREAS; Building does not have adequate voting space;
WHEREAS; Building does not have space for small group civic events;
WHEREAS; Metal roof has exceeded its’ life expectancy and needs to be replaced;
WHEREAS; Construction material costs are at a 20 year low;
THEREFORE, be it resolved we, the Town Electors of the Town of Ripon, being duly assembled at the annual town meeting on April 14, 2009, do hereby authorize the Town Board of the Town of Ripon, Fond du Lac County, Wisconsin, to construct a TOTALLY NEW Town Building (9423 +/- sq. ft.) at a cost up to but not more than $ 998,930.00 based on the preliminary plans presented, Pursuant to Sec. 60.10(2)(f) of the Wisconsin Statutes. Funding may be by General Obligation Bonds.
